BMA ROAD MAP (2017)

In 2017, the BMA PMO finalised a BMA Road Map (2017-2032). The purpose of the roadmap was to clearly define the journey and tasks for the establishment and full integration of the BMA over a 15 period.

THE OBJECTIVES OF THE BMA ROADMAP TO FULL ESTABLISHMENT AND INTEGRATION ARE:

Manage the expectations of all stakeholders over the next 15 years;
Provide a basis for identifying key risks and putting appropriate risk management and mitigation measures in place;
Inform the annual Business Planning and medium term Strategic Planning processes;
Inform resource allocation and budgeting for the BMA over the short-to-long-term;
Guide the Ports of Entry, Land Border and key activities for each Phase; and
Manage the change effectively and efficiently without disruption to the functioning of Border Law Enforcement.

Key legal and regulatory enabling conditions and instruments were identified for the successful roll-out of the BMA Road Map:
The BMA Bill needs to be enacted as an Act and gazetted for implementation by the President;
National Treasury should classify and list the BMA as a Schedule 3A National Public Entity to enable the establishment of the BMA and the subsequent approval of the structure;
The President must through a Presidential Proclamation transfer functions from relevant Ministers to the Minister of Home Affairs;
The BMA Bill needs to be enacted as an Act for the macro level staff to be appointed during the Establishment and Planning Phase;
The BMA Bill needs to be enacted as an Act for the roll-out of the BMA to the targeted Ports of Entry and Land Borders;
Transfer of functions and people cannot take place without all regulatory processes being complete as per inter alia National Macro-Organisational of Government (NMOG) guidelines;
The full and accurate BMA cost model has to be done in order for the BMA to submit a request of funding; and
For the BMA to be established a revised/ updated BMA business case needs to be completed, which should include:
  1. key performance measures and indicators;
  2. a risk management plan; 
  3. a fraud prevention plan; and
  4. a materiality/significant framework.
