Meet the leadership of the Border Management Authority
Commissioner & CEO:
Dr NM Masiapato
Dr Mike Masiapato, spent two decades in the Justice, Crime Prevention and Security Cluster. His experience spans through the police, defence intelligence, civilian intelligence structures and the Financial Intelligence Centre. He holds two Doctoral degrees, one being of literature & philosophy from University of Johannesburg, the other being Doctor of philosophy from University of Witwatersrand. He also holds a Master’s degree in Public Management from the University of Pretoria. His honours degree in Public Administration is from the University of South Africa, whilst his junior degree is from the University of Venda. He also completed the Executive National Security Programme (ENSP) from the South African National Defence College.

Deputy Commissioner: Corporate Services:
Ms M.J.J Thupana
Ms Thupana’s career took off as a Geography Lecturer in the late 80’s. She is an independent researcher and governance expert with more than twenty years of experience in executive positions within the public sector. She also served in the Corporate Governance and Compliance structures of various government departments, public entities and Constitutional Institutions.
Her latest full-time position (prior to her appointment by the President as Deputy Commissioner in the BMA) was that of Executive Chairperson of the Municipal Demarcation Board of South Africa. Her qualifications include an Honours Degree in Geography, Diploma in Development Studies, a Masters Degree in Public Administration, and a Masters Degree in Business Leadership.

Deputy Commissioner: Operations:
Maj. Gen David Chilembe (rtd)
Gen Chilembe is a retired Major-General from the South African Police Service (SAPS). With his vast executive management experience, he headed the SAPS’ Border Policing Unit for over 15 years. Gen Chilembe possesses a Post Graduate Degree in Management and a BTech Degree in Policing. In his current role, he is responsible for rolling out the BMA in the South African border environment.
