BMA Mandate

Establishment

MANDATE

On the 10th of December 2014 Cabinet endorsed the vision for the BMA comprising of the following key elements:

The BMA will be outcomes focused.
The rationale for the establishment of the BMA is to enable South Africa to appropriately balance inter alia, the facilitation of legitimate trade and travel functions while simultaneously addressing the associated national security risks with respect to the totality of border management controls. The intended outcomes of the BMA will be translated into measureable key performance areas and specific indicators.

The BMA will be established as a single implementation entity. In order to establish appropriate governance and accountability arrangements for the BMA, the following institutional approach has been agreed upon:

The BMA will be established under a single executive authority
The BMA will be constituted as a single accounting authority
The BMA will be established by an enabling Act
BMA will be established as a command and control organisation

THE BMA WILL BE RESPONSIBLE FOR FRONTLINE BORDER LAW ENFORCEMENT FUNCTIONS IN THE BORDER LAW ENFORCEMENT AREAS, I.E. PORTS OF ENTRY AND IDENTIFIED SEGMENTS OF THE LAND BORDERLINE:

The Authority will be responsible for the execution of frontline border law enforcement functions related to, inter alia, port health; immigration control; access control; biosecurity; food safety and phyto-sanitary control; land border infrastructure development and maintenance; and border information and risk management.

AS A SINGLE ENTITY THE BMA WILL ESTABLISH ITS OWN ORGANISATIONAL CULTURE,IDENTITY AND UNIFORM CONDITIONS OF SERVICE:

Uniform organisational culture and identity
One face, one brand, one uniform
Uniform conditions of service for all staff
Ongoing learning and professional development to characterise the nature of the entity
Zero tolerance for all forms of corruption and unethical behaviour and conduct
Employ public service cadres of high integrity and a Batho Pele ethos
A National Border Risk Management and Targeting Centre to be established to support the functioning of the BMA
The BMA National Targeting Centre will serve as the central risk management hub for the border environment in South Africa

A world class BMA that supports secure borders and trade facilitation, which promotes socio economic development.

Mission

A BMA that provides a highly effective integrated border management service that contributes to national
development and security by ensuring the effective, timely movement of authorised people and goods in
compliance with international obligations.
